Die im April durch das Executive Board verabschiedete Open-Access-Policy bedeutet, "that anyone will be able to download, translate, adapt, distribute and re-share UNESCO publications and data without paying". Ziel ist die bessere Sichtbarkeit, Verfügbarkeit und schnellere Distribution der UNESCO-Publikationen: "Equal access to science is not only a social and ethical requirement for human development, but also essential for realizing the full potential of scientific communities worldwide and for orienting scientific progress towards meeting the needs of human kind".
