German Bundesrat consents to introduction of secondary publication rights

"However, in an accompanying resolution, the Bundesrat made it clear that the requirements that a science-friendly copyright law must fulfil, which were formulated by the Bundesrat last year, had not been fully taken on board. It expects, therefore, that the new federal government will immediately develop sustainable provisions for the use of copyright-protected works on school, university and research institution intranets."
