The Coalition for Action "Copyright for Education and Research" has proposed that German copyright law be amended to allow a general exception to copyright for scientific and education purposes. The proposed amendment to Section 45 of the German Copyright Act ( § 45 UrhG) could replace the exceptions to copyright for scientific and education purposes already laid down in the act. The Coalition plans to take the proposal to the other European states via the European Network for Copyright in Support of Education and Science (ENCES).
