State dossiers The oa.atlas shows the status quo of open access- and open science-related activities in Germany. It consists of two components: The state dossiers (texts) summarise information on the open access development, its current status and strategies in a federal state and at the level of the responsible federal ministry. Information on the strategies and services of the scientific institutions (data) can be accessed in the oa.atlas via the open-access.network website. This information collection represents a qualitative description of the open access transformation. The state dossiers describe historical developments and the current state, important conditions, networking actions and examples of good practice in each German federal state. The state dossiers are only available in German. Data collection is carried out by project partner Open Research Office Berlin in close coordination with contact persons of the respective ministries or networking offices within the states. A first version of the state dossiers was published in 2022 (German only). It is available both as an online publication and as a printed brochure. A second version will be made available in a collection on the PubPub platform . Continuous updates will also be published on this platform. The oa.atlas consists of two parts: Information on open access and open science related strategies and services at universities and research institutions in Germany; and information on strategies in federal states and responsible ministry ( state dossiers ). Additional information on the data collected on scientific institutions, is provided on this page . Which functions are available? You can find an institution by using the map, list view or search function. You can select various variables (institution type, federal state, etc.) with the available filters. Individual open access related variables (OA representative, Signing Berlin Declaration, etc.) are listed or shown as histograms. You can search for state related data by using the ‘Federal States’ checkbox within the map. Would you like to edit data? oa.finder Research tool for scientific publication media oa.finder The oa.finder is an orientation aid for academics from all disciplines looking for the right publication venue and format for their academic work. Whether a scientific article, monograph, edited volume or conference proceedings - the oa.finder makes it quick and easy to search for the right journal or scientific publisher. The oa.finder contains publication-relevant information on around 57,000 international journals. The service for searching for academic publishers in the German speaking region that publish open access books has been available since February 2025. With the search results from the oa.finder , scientists can make informed decisions about which scientific journal or scientific publisher is best suited. They receive information on citation metrics, ratings and rankings of a journal, the thematic focus of the publishers and journals, the publication costs ( Article Processing Charge - APC and Book Processing Charge - BPC ) as well as on transformative agreements and existing publication funds at the scientific institutions. In the medium term, the oa.finder will be developed into a central information and research platform for academic publishing. In addition to the search for academic book publishers and journals, information on aspects of academic publishing will be provided: Funding , licensing , copyright and publishing contract law, visibility, metadata, publication processes. The oa.finder was created as part of the BMBF-funded open-access.network project and is developed and operated by Bielefeld University Library . Publicly available data is collected, processed and linked for journal searches. The basis is the metadata from the EZB - Electronic Journals Library , supplemented by information from, among others: OpenAPC , DOAJ , Scopus , Journal Checker Tool , and oa.atlas .
