Wir wollen mehr Open Access wagen! Wege, Modelle und Services für die Politikwissenschaft Der Online-Workshop "Wir wollen mehr Open Access wagen! Wege, Modelle und Services für die Politikwissenschaft" findet am 9. Februar 2022 von 10:00 bis 14:30 Uhr statt. Veranstaltet wird er im Rahmen des BMBF-geförderten Projekts open-access.network gemeinsam vom Open-Access-Büro Berlin und dem Fachinformationsdienst Politikwissenschaft - Pollux . Ob Aufsatz, Buchpublikation oder die Veröffentlichung einer Dissertation - die Möglichkeiten im Open Access zu publizieren sind so breit aufgestellt wie die Politikwissenschaft selbst. Der Workshop soll darüber informieren, welche Möglichkeiten es gibt, die eigenen Publikationen in den Open Access zu überführen bzw. diese barriere-, kostenfrei und rechtssicher online zur Verfügung zu stellen. Was bedeutet es, ob als Professor*in oder Nachwuchswissenschaftler*in, im Open Access zu publizieren? Welche Beispiele und Angebote bieten Orientierungspunkte? Welche Bedarfe, Vorbehalte und Wünsche der Unterstützung gibt es? Gemeinsam blicken wir auf die Wege des Publizierens, die Chancen, aber auch die Herausforderungen des Publikationsprozesses. In zwei thematischen Blöcken möchten wir eine Möglichkeit zum Austausch für Wissenschaftler*innen und wissenschaftlich Publizierende in der Politikwissenschaft bieten. A Dynamic Field Open access for books – this long-neglected topic has gained enormously in importance in recent years. Until well into the 2010s, the open access activities of research funders , libraries and authors focused mainly on the area of scholarly journals. However, the stakeholders in the scholarly publishing system have now also recognised the enormous potential of open access for books, and have initiated transformation measures ( Bargheer et al., 2017; Ferwerda et al., 2017; Stone & Marques, 2018 ). You can find a map of terms on open access and books here (in German). Book publications still play an important role, especially in the humanities and social sciences . The text-oriented disciplines favour the more extensive book format in the interests of long argument , where the theoretical approach must be comprehensively set out. Furthermore, the results of inter- and transdiscipli­nary research can be published only to a limited extent in the research report format possible in journal articles. Common types of scholarly books are monographs, edited collections, and conference proceedings. As a rule, scholarly books appear in different editions: as a digital publication, or e-book, and, in addition, as a print volume. They are published either in a series or as a single publication. Substantively and technologically, a large proportion of open access books are digital counterparts of print books. In addition to their content, they also usually contain navigation elements such as tables of contents and figures. However, providing the work in digital form enables in-depth content analysis through multiple apparatuses (footnotes, endnotes, critical editions), as well as enrichment through links to further stocks of knowledge, such as Wikipedia, specialised databases, or primary sources and digitisations. In addition, the e-book format allows the incorporation of research data, virtual research environments, and dynamic objects such as scripts, visualisations or software. What Are Open Access Books? A book is open access when access to the e-book is not restricted by licence or payment barriers, but rather it is available free of charge and re-usable in the long term immediately upon publication. Publishers of open access books can earn revenue through publication fees ( book processing charges, BPCs ) and the sale of the print edition ( dual publishing ), which is often produced using digital print-on-demand technology. Other publishers finance the basic costs of their open access segment via crowdfunding (e.g., Knowledge Unlatched, trans­formative agreements negotiated by consortia) or institutional memberships (e.g., Open Book Publishers [OBP], the Open Library of Humanities [OLH], Language Science Press). As in the case of open access journals , authors and editors of edited collections should not have to grant exclusive rights of use to the publishers or publication platforms. For licensing purposes, it is recommended to use an open Creative Commons licence , such as CC BY or CC BY-SA. Studies suggest that books published in open access gain a larger and more diverse readership ( Lucraft, 2021 ). Besides being made available in open access immediately upon publication ( gold open access ), books, too, can be self-archived in an open access repository ( green open access ; see Green and Gold ). Serials Crisis and Monograph Crisis You Would Like to Know More About the History of Open Access? We have gathered the most important milestones for you here. The reasons why open access for books was neglected for many years date back to the beginnings of the open access movement . Sparked by the serials crisis in the 1990s, the movement emerged in the natural sciences, where book publications traditionally play at most a marginal role. It was only in the mid-2000s that the advent of a monograph crisis ( see Herb, 2015 ) precipitated by the serials crisis became the subject of increasing discussion. Rising book prices, gaps in the supply of scholarly literature in the libraries, and authors who during the publication process performed more and more tasks themselves yet still had to pay some­times high publication cost subsidies: the problems of closed access now became evident in the area of scholarly books. Open Access Books Versus Open Access Journals Against the backdrop of the monograph crisis and the increasing establishment of open access in the area of scholarly journals, calls for open access in the humanities and social sciences also became louder. However, compared with scholarly journals, the publication landscape in the area of books has a number of particularities, the most important of which will be mentioned here (see also Snijder, 2019; Open Access Books Toolkit, 2020 ): In the humanities and in parts of the social sciences, an important role is played by small and medium-sized book publishers that are highly regarded in their specialist areas. Close relationships between authors and publishers are not uncommon. Both groups have in part adopted attitudes to open access that range from wait-and-see to critical, also because the partici­pants in this setting find it harder to maintain the necessary competencies in the rapidly changing publishing landscape. For example, knowledge of the self-archiving rights of authors is sometimes lacking, and authors often have to negotiate with publishers to secure their rights to self-archive their works in a repository . In contrast to scholarly journals, print editions of books are of continuing importance despite generally declining sales figures, and are desired not least by the authors themselves. The dissemination channels and reception processes continue to be geared towards the processing of physical and fee-based objects. Not all books are alike: they range from unostentatious edited collections and conference proceedings, through elaborately designed several-hundred-page monographs, to experimental, multimedia-enriched publication projects. Submission, peer-review, and editorial processes are less standardised than in the area of journals. Especially in the German-speaking area, responsibility for quality assurance lies with editors or publishing house staff (editorial review). The costs of publishing open access books vary greatly. However, because of the larger size of the works, publishing costs are, as a rule, higher than those for articles in open access journals. Furthermore, certain book types, such as handbooks, lexica, or editions, require elaborate editorial processes that are factored in by the publishers. This does not mean, however, that open access books are less cost-efficient than open access journals. In the case of the high-priced open access journals of commercial publishers, the price per page is even several times higher than that of the overwhelming majority of book projects. All these factors make it clear that in order to develop their full potential, the models and tools developed for journals must be adapted to the specific requirements of open access books. This is true not least with a view to developing sustainable business models for small and medium-sized publishers (see also the international project Community-led Open Publication Infrastructures for Monographs, COPIM ), building suitable publication infrastructures, and developing adequate funding instruments. Practical Tip Valuable information about community-led publication infrastructures for monographs – for example a report on resources, technical workflows, tools, and platforms – can be found on the website of the COPIM project. Although numerous challenges in transforming books to open access have yet to be mastered, authors already have a wide range of options when it comes to publishing an open access book. Many established publishers have incorpora­ted open access models into their portfolios, and offer gold open access publi­cations using CC licences. Publishers are often also willing to discuss the possi­bility of self-archiving a work in an open access repository after an embargo period (green open access). The fear frequently voiced by publishers that open access leads to serious shortfalls in the sales of print editions has been refuted in various studies ( Graf et al., 2020; Snijder, 2019; Collins & Milloy, 2016 ). Academic presses operated by universities or their libraries are an affordable and high-quality alternative to commercial publishers. The majority of the German-language university presses have joined together in the Arbeits­gemeinschaft der Universitätsverlage (working group of the German-language university presses). They have collaboratively produced a variety of materials on publishing books in open access, including a paper on quality standards ( AG Universitätsverlage, 2018 ) that is also helpful when examining an open access offering and choosing a publisher. And finally, as in the case of journals, there are now a number of publishing initiatives founded by scholars and scientists (e.g., the consortium ScholarLed ). These initiatives are committed to fair open access and stand out because they demonstrate a high degree of transparency with regard to their business models ( see Nordhoff, 2018; Barnes & Gatti, 2020 ). Scholarly books are now increasingly published via institutional publishing platforms ( Open Monograph Press [OMP] , PubPub , Janeway ). These platforms do not use publishing house business models, but rather are funded as a common good, which entails specific challenges. Funding Possibilities In order to relieve the financial burden on authors and editors, many institu­tions now make specific funds available for open access books. Publication funds are also being established at federal state level in Germany. The DFG funding programme Open Access Publication Funding , which was established in 2021, grants institutions an allowance of up to 5,000 euros towards the costs of the open access publication of books resulting from DFG-funded projects. The same amount can be drawn down annually for book publications via project-related publication expenses within the framework of DFG project funding. In addition, DFG publication grants can be awarded for editions of primary texts and manuscript material as well as for works of exceptional scientific importance. For some time now, the Austrian Science Fund (FWF) and the Swiss National Science Foundation (SNSF) have had dedicated programmes in place for funding open access books. Via the Open Access Monograph Bursary for early career researchers in digital humanities launched by the EU Digital Research Infrastructure for the Arts and Humanities (DARIAH-EU) in 2021, up to 7,000 euros per book can be made available. You can find an overview in our Practical Tip for finding open access literature (in German). Directory of Open Access Books (DOAB) DOAB is the central data base for open access books, searchable by subject. Open access books are indexed at many locations and are often searchable in the usual databases and search engines. The Bielefeld Academic Search Engine (BASE) , which also enables a targeted search for books or book chapters, specialises in open access content. In addition, open access books can also be easily found via the popular search engines, for example, Google Scholar. An important role in relation to findability and visibility is played by the Directory of Open Access Books (DOAB) , the central database for open access books, which can be searched by subject, language, and publisher. The metadata of books indexed in DOAB are harvested for inclusion in diverse library catalogues. The combined online library and publication platform OAPEN (Open Access Publishing in European Networks) as well as disciplinary repositories for the humanities and social sciences, such as media/rep/ and SSOAR , are suitable for searching for open access books. In addition, the discipline-specific pages on open-access.network offer an introduction. Conclusion and Outlook For decades, open access for books was systematically implemented only by a very small number of protagonists, and thus remained a peripheral phenome­non. Although these pioneers recognised the scientific potential of open access for book-friendly disciplines at an early stage, comprehensive practices, approaches, and providers were lacking. However, although there is still a need to catch up, the area of open access books is now highly dynamic: Extensive studies (e.g., in projects such as COPIM and OPERAS-P ) are being conducted, publication funds are being established or expanded, new business models are being developed, and new publishing projects are being initiated. Moreover, networks like the Open Access Books Network , ENABLE! , or the Focus Group Open Access Books are being founded; manuals are being produced and recommendations are being formulated ( see Adema, 2019; Godel et al., 2020 ); and information platforms, such as the Open Access Books Toolkit initiated by OAPEN, are being created. Further impulses for the transformation of scholarly books to open access are to be expected from the 20 projects to promote the acceleration of the transformation to open access that are being funded by the BMBF from 2021 onwards. Intro What are Preprints? Preprints are preliminary versions, or manuscript versions, of scholarly works – especially journal articles – that are made available to the (professional) public. As a rule, they are non- peer-reviewed versions whose public release primarily serves to expedite the sharing of research findings. Preprints are made freely available to the public on preprint servers, thereby also making an important contribution to green open access . Characteristics of Preprints Many months may elapse between the submission of a manuscript and its publication in a journal. According to one study ( Huisman & Smits, 2017 ), the average duration of the peer-review process is 17 weeks. In addition, time is needed for typesetting and, if applicable, copy-editing and printing. In order to expedite the dissemination of research findings, preprints are shared in many disciplines. However, cultures differ greatly across disciplines. In physics , preprints are an indispensable communication tool – depending on the subfield, preliminary versions of over 90% of all journal articles are made available to the public on the preprint server arXiv prior to publication of the final version ( Gentil-Beccot et al., 2009 ). By contrast, authors in other disciplines have not yet adopted a comparable preprint culture. It may be that not all journals in these disciplines accept manuscripts that have previously been posted as a preprint. As a rule, preprints have not yet undergone any scholarly quality assurance processes. Substantively, they may therefore differ considerably from the published versions, or they may not even be accepted for publication. While scholars and scientists are aware of this, problems may arise if, for example, the media pick up findings from preprints and disseminate them to a large audience without indicating that they are preliminary and have not been peer reviewed. The following figure shows some commonly used ones: Source: Khurana, S. (2020). Commonly used pre-print servers for researchers Zenodo Zenodo is a universal data repository. Much of the material on this website is also accessible here in the Zenodo collection open-access.network . In principle, preprints can be disseminated through all possible channels, for example, email, institutional repositories , or research institution websites. As a rule, they are uploaded to preprint servers, which are usually dedicated to one or more specialist fields. Although no peer review takes place on these plat­forms, uploaded publications usually undergo a basic screening process to ensure that they are scientific and fit the disciplinary scope of the server. Pre­print servers have often emerged from and are financed by scientific commu­nities. Some are operated by research institutions or professional societies. Only rarely are they operated by publishers. The oldest and largest preprint server is arXiv , an open access repository for scholarly articles in eight subject areas, including physics , mathematics , and computer science , that was founded in 1991. As of April 2021, arXiv hosted over 1.8 million documents. Other important preprint platforms are bioRxiv ( biology ), SocArXiv ( social sciences ), EarthArXiv ( geosciences ), medRxiv ( medicine ), and ChemRxiv ( chemistry ). Functionalities differ across platforms. As a rule, revised versions of papers can be uploaded – for example, after acceptance by a journal – and a link can be provided to the final published version ( version of record ). Some platforms also offer a comments function so that authors can receive feedback, and findings can be discussed in the community. History As early as the 1960s, there was a system in biology whereby reports of current research findings – especially in the form of preprints – were reproduced and circulated by postal mail by a central registry ( Cobb, 2017 ). A similar system also existed in the field of high-energy physics ( Gentil-Beccot et al., 2009 ). With the advent of the Internet, the sharing of manuscripts became much easier, as they could be circulated via email. In 1991, Paul Ginsparg founded arXiv at Los Alamos National Laboratory as a server for preprints from high-energy physics ( Ginsparg, 2017 ). The manuscripts were thus freely available to all interested parties. The scope of arXiv was later extended to include other areas of physics, as well as mathematics, computer science, and neighbouring fields such as quantitative finance and quantitative biology. It was only after the turn of the century that other fields followed arXiv’s lead. For example, in 2013, bioRxiv was launched as a preprint server for biology, thereby making preprint sharing more popular in the life sciences . The initiative ASAPbio advocates the use of preprints in biology. Boosted by the success of the Open Science Framework (OSF) – an open source infrastructure that, inter alia, enables preprints to be uploaded and searched for – there has been a veritable boom in preprint servers for the most diverse subject areas since 2016. Nonetheless, the acceptance of preprints and the willingness to share them varies greatly across disciplines. During the COVID-19 pandemic, preprints have played an important role in the rapid dissemination, checking, and correction of research findings on the SARS-CoV-2 virus ( Fraser et al., 2020; Gianola et al., 2020 ). When a journal article is not freely accessible, the preprint version can be found via services like Unpaywall provided it is linked to the publisher’s version (the version of record). Preprints also make the process of gaining and communicating scientific knowledge more transparent. They enable critical discussion of works in the community before final publication Thus, authors can receive and take into account feedback in addition to the actual peer reviews. Preprints thus form the basis for informal or formalised open peer review ( Frick, 2020 ). Overlay Journals Preprint servers enable the publishing of so-called overlay journals ( Gowers, 2015 ) – that is, online journals that use the infrastructure of a preprint platform, especially arXiv, for submissions and publication. Authors post their papers on arXiv and submit a link to the arXiV preprint to the journal in question, which then organises the review process. If the paper is accepted, it is included in the journal – that is, it is linked from the journal website and assigned a DOI and possibly a comment from the editor. In this way, the advantages of arXiv (cost-effective, freely accessible, well-known infrastructure) are combined with those of a journal (peer-review, reputation, possibly an Impact Factor). Repositories are document servers operated by universities or research institutions on which scholarly materials are archived and made available free of charge worldwide. Categories of Repositories A distinction is made between institutional and disciplinary repositories. Institutional repositories are document servers operated by institutions (mainly university libraries, other infrastructural institutions, or research organisations) that enable their members to digitally publish scholarly documents. Disciplinary depositories, by contrast, are trans-institutional. They are available to scientists and scholars to publish and archive their works on specific subjects, for example, in a specialist discipline. Examples are media/rep/ , an open access repository for publications in the field of media studies ; Social Science Open Access Repository (SSOAR) for the social sciences ; PubMed Central for the biomedical and life sciences ; and arXiv for scholarly articles, especially from the fields of physics , mathematics , and computer science . As a rule, authors do not have to pay a fee to make scholarly works available in institutional or disciplinary repositories, and users do not have to pay to access these works. As of November 2021, the Directory of Open Access Repositories (OpenDOAR) listed 5,771 repositories, via which universities and research institutions enable scientists to make scholarly documents freely available to the public. Rights Rights in the Case of Self-Archiving Documents that are made available in repositories are frequently also published formally with a publisher – for example, in a journal, an edited volume, or as a monograph. The use of a repository to make a work that has also been published with a publisher available to the public is refer­red to as self-archiving ; it constitutes green open access . In this case – in contrast to open access journals , for example – content licences are of minor importance. Scientists and scholars who, in addition to formal publication, also make their works available on a document server have often already transferred all rights of use to the publisher, and can there­fore no longer license the self-archived version under a content licence. Rather, the possibility of self-archiving documents that have already been published in a journal or with a publisher presupposes either that the author has reserved the right to make the work available in a repository, or that the work is covered by the relevant provisions of copyright law (in Germany, e.g., the so-called Zweitveröffentlichungsrecht ). The publisher’s open access policy might provide for the option that the work will be covered by the open access provisions of the German Alliance licences . The infographic at the bottom of this page provides brief information on self-archiving formally published works in repositories. Rights in the Case of Gold Open Access The rights situation is much simpler when repositories are used to pub­lish scholarly works for the first time ( gold open access ) – for example, to publish conference proceedings, series, or other texts that are not pub­lished in parallel with a publisher. In this case, the authors usually hold the exclusive rights in the content of the works, and are therefore completely free to choose the conditions under which they are made available. Hence, they can be licensed under one of the aforementioned content licences, or they can simply be made available in accordance with the provisions of copyright law. Works that are first published in reposito­ries, which are often known as preprints , can be found, for example, on the document servers arXiv or Zenodo . Because the documents found in repositories often vary in terms of content or subject matter, it is expedient when searching for documents to use a specialised search engine, such as the Bielefeld Academic Search Engine (BASE), which accesses full texts in repositories. Besides the classical differentiation between institutional and disciplinary repositories, repositories also vary in terms of the content provided, additional services, and their technical configuration. Many document servers provide for the archiving of all types of electronic (text) documents – for example, preprints and post-prints of journal articles, working papers, books and contributions to books, theses, and teaching and learning materials – whereas others exclude some document types. Via their interfaces and indexing services, networked repositories offer numerous value-added services: the virtual aggregation of thematically related documents from different document servers, thereby avoiding the need for time-consuming searches on numerous different servers and allowing the easiest possible access to scholarly texts personalisation functions, for example, the creation of profiles by means of which readers can be informed about new documents on a particular subject the automatic creation of publication lists or bibliographies of authors or working groups that can be dynamically integrated into personal websites or other online profiles, for example, research information systems services such as Unpaywall , INSPIRE , or Google Scholar that allow different versions of the same document to be identified, thereby possibly enabling users who do not have access to a formal closed access publication to find an open access version on a document server Repositories often allow the downloading of bibliographic data, which can then be imported into reference administration programs, thereby enabling comfortable use of the information in future publications. Services such as INSPIRE and Google Scholar make it possible to access citation data for works on document servers and thus to identify their citation impact. Statistical data show the dissemination and impact of documents in repositories. This information can be obtained in the form of download statistics (e.g., by using the data of the DFG project Open-Access-Statistik (OAS) or another statistics solution). Altmetrics capture the circulation of scholarly information in scholarly and public networks and media. Via mutual linking between related objects, such as texts and research data or software, scientists can make the entire output of a research project available in an integrated way. Document servers enable authors to comply easily with the funding guidelines of research funders, whereby project-related publications are to be made available in open access. Many repositories even enable publications to be assigned to a specific research project. For example, anyone who imports a document into Zenodo or another OpenAIRE -compatible repository can add the EU grant ID via the metadata. The aim of the above-mentioned value-added services and functions is to increase the visibility and dissemination of the publications in the repositories. In this pursuit, the repositories rely mainly on networking and cooperation with other information services or search engines. Of equal importance is the linking of personal or institute websites, annual bibliographies, or current research information systems (CRIS). Findability of the Documents The fact that most repositories use the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH) immensely facilitates the search for scholarly documents. Moreover, it ensures the aforementioned dissemination of openly accessible information. The OAI-PMH allows the metadata of documents in distributed repositories to be aggregated in one database. Technically speaking, the OAI-PMH is an XML-based protocol that serves to request and transmit metadata. An OAI service provider (e.g. OAIster or BASE) supports the search by using the OAI-PMH. The service provider harvests metadata from the individual repositories (the content providers), processes them, and makes them available for search queries. This guarantees the findability as well as the maximum dissemination, and thus the visibility, of the scholarly texts. Quality Standards The Deutsche Initiative für Netzwerkinformation e. V. (German Initiative for Network Information, DINI) seeks to improve information and communication services and to promote and support the necessary developments. The DINI Certificate for Open Access Publication Services enables the standardised assessment of the reviewed document servers and the services they provide. DINI sees the certificate as quality control for document and publication services. The criteria on which certification is based include the visibility of the overall service; author support; the security, authenticity, and integrity of the technical system; and the long-term availability and findability of the archived documents. To date (as of November 2021), 469 repositories have been certified by DINI. In October 2019, the sixth edition of the DINI Certificate was released. This question was addressed by scientists, research officers and publishers at the online workshop organised by open-access.network and the German National Library of Science and Technology (TIB) on 16 March. Many paths - one goal Open Access has already been relevant in atmospheric science for more than 20 years, says Dr Robert Wegener from Forschungszentrum Jülich. The first journal foundations, such as the open access journal Atmospheric Chemistry and Physics, enable transparent peer review and have a high journal impact factor. Facilitating the transfer of knowledge between society, science and industry as well as the possibility of re-using open data are central topics for atmospheric scientists. Dr Juliane Simmchen gave an insight into the user perspective: "Publishing on preprint servers such as ChemRxiv is important for young scientists, as it enables quick feedback and exchange." The junior research group leader of a freelance fellowship at the Technical University of Dresden recommends answering two questions when choosing a preprint server: "Which servers are generally suitable for your own discipline?" and "Why does this preprint server suits best for your own paper?" Open Access publishing - But where? Professor Dr Wolfram Koch, Executive Director of the Gesellschaft Deutscher Chemiker*innen (GDCh), pointed out the importance that Open Access has within the society. "Chemistry open" - the project DEAL as well as the journal of the GDCh, "Angewandte Chemie" can be placed under this topic. Dr Marc Kielmann (Beilstein Institute) then reported on the advantages of publishing in a diamond open access journal under the title "Why diamonds are a chemist's best friend". The non-profit institute offers the possibility of APC-free open access publication. Free access to scientific information also means free re-use of research data. The NFDI4Chem advocates the support of various repositories and the possibility of simplifying the data flow through software and tools. Dr Nicole Jung showed how data provision in the Chemotion data repository could be realised and to what extent cooperation with publishers could be possible. If researchers are faced with the questions of where to publish and what support is needed, it makes sense to ask the open access responsible or people from the library department. Michaela Voigt from the Technical University of Berlin highlighted individual services and central open access support criteria at her institution, which can also be found at many other academic libraries. Wishes, challenges and opportunities Together, the researchers identified needs, questions and challenges: The increase in transparency stands next to the desire for uncomplicated financing of one's own publication.
