At the end of July 2025, the Alliance of Science Organisations published its new strategy for the years 2026 to 2030. The aim is to further develop scientific publishing in terms of openness, quality and sustainability. The alliance, which includes e.g. the DFG, Fraunhofer-Gesellschaft, Max Planck Society and German Rectors' Conference, is focusing on four key areas.
AI, DEAL, diamond open access and open access transformation
Firstly, it wants to observe, evaluate and actively shape new developments in digital publishing, such as AI-supported tools and alternative publication formats. Secondly, it is preparing negotiations on future DEAL agreements with major scientific publishers and developing criteria for their effectiveness. Thirdly, the alliance is strengthening science-led open access infrastructures. The focus is on the sustainable financing of professional, non-profit publication services. Fourthly, it calls for political and regulatory measures to support the open access transition, including a reduction in VAT for scientific publishing from 19 to 7 per cent and the introduction of uniform standards for publication and cost monitoring.
