The motion calls on the Senate (i.e. the government of the federal state of Berlin) "to formulate an Open Access strategy for the publication of the results of scientific research generated at Berlin's universities and research institutions." It recommends, for example, that an "Open Access network of representatives of the scientific institutions" be created and that the "networking of the existing repositories (full-text databases) for scientific publications" be driven forward. Moreover, it calls on the scientific institutions in Berlin "to develop their own Open Access strategies in order to ensure that scientific publications and other digital objects, such as research data and scientific software, that are generated within the framework of scientific endeavour are made accessible and re-usable for everyone."
